This bill changes the Clean Air Act so that areas with dirty air can avoid penalties and avoid being labeled "nonattainment" (failing to meet air quality standards) if a state can argue the pollution is coming from outside the United States or from sources the state cannot control. If this passes, some areas that currently face consequences for bad air quality could escape those consequences, even if local air quality remains unhealthy.
