This bill changes the rules for when factories, power plants, and other industrial facilities need to get special pollution permits from the federal government after making changes to their equipment or operations.
This bill would make it significantly easier for factories, power plants, and refineries to upgrade equipment without installing new pollution controls , potentially lowering costs for industry but also allowing more pollution near communities that already live close to these facilities.
