This bill moves a program called the "Special Events Program" within the Department of Homeland Security (DHS) from wherever it currently sits to a different office inside the same department called the Office of Situational Awareness. If this passes, the program's staff, money, equipment, and records all move to that new office within 180 days. This is an internal reorganization, not a new program or new spending.
If you've ever attended a major concert, football game, or political rally, DHS helps plan security for those events. This bill changes which office inside DHS runs that work, and the broad legal authority it grants could quietly reshape how that security planning operates , without requiring anyone to report back on the results.
