This bill sets a limit on how much money states can pay out incorrectly through the federal child care assistance program. If a state makes wrong payments (overpayments, payments to ineligible people, etc.) totaling more than 5% of its child care funds, it must create a plan to fix the problem. If the state stays above that 5% line for two years in a row, it could lose its federal child care funding entirely.
