This bill makes one small but meaningful change: it requires the government to withhold child care funding from states that repeatedly break the rules, instead of just giving the government the option to do so. Right now, the federal agency in charge can choose whether to pull funding from states that commit fraud or violations. If this passes, pulling that funding becomes mandatory.
