This bill takes away the Environmental Protection Agency's (EPA) power to review and publicly comment on new federal construction projects, major federal actions that affect the environment, and new regulations from other federal agencies. Right now, the EPA can flag environmental concerns about these things before they happen. If this passes, the EPA could only review and comment on proposed laws (legislation), not on the projects or regulations themselves.
